Just played a game as annie and lucian vs ez and soraka we chunked ez down to below 100 health and rushed the wave under turret and ez comes out full health 2 seconds later. how the hell does soraka heal ez to full health in just like 2 seconds. ez had no pots or anything wtf?

if you don't know what I mean , soraka heal can not reduced by "800 gold item". this is why she is actually op now. No matter what you do, she is insta healing people.

and 
both increase heals by 15% on top of Raka having Windspeaker's Blessing.
So with that, already her heals were doing an additional 25-40%, plus Raka's W scales with AP.
That Raka went full utility, meaning you really should have been trying to take her out first/second.
