Riot? Are you ever going to do something about trolls in ranked?

Just finished a ranked game, and people wonder why you can't get out of ELO HELL. I literally had 3 trolls on my team. First guy who was first pick announces "I'm gonna troll". Other people act like he's not serious and no one dodges. Next guy links troll definition in chat( this guy was another troll who would link that def in all chat and then afk in midlane). So we get into the game because Riot gives penalty if you dodge due to this behavior. And all 3 type in all chat trying to convince the enemy that I was the troll. Meanwhile I try to ignore and not feed the trolls...I go about farming as jungle, but every time the a troll pops up behind me to last hit red or blue. I couldn't farm couldn't do anything and me and the other guy couldn't even surrender because of this troll trio. SO I ask you Riot...what will you do to fix trolling problem??? It has gotten worse than previous seasons, and it's rather sad that it's some of the same people...one of them was a widely known trol from last few years....WHY IS HE STILL NOT PERMABANNED???? Please upvote this so Riot sees it.

Nope, all community bans are on hold until Riot is done fucking up every champ in the league.

The problem being is as long as they don't curse at their team or become super toxic they can just throw game after game after game. There has to be some sort of punishment for people that go 0/16/0 every game. You can get away scott free as long as you are nice in this game doesn't matter if you cost your team every game as long as you are nice about it. That's bullshit.
