I feel we need to backtrack on splitting Rune Tree bonuses.
I get the point of it. It is splitting the difference so that the secondary tree feels stronger, but it also makes the primary tree feel less strong, and that's worse, in my opinion.
As an example, What's the difference between Precision / Resolve versus Resolve / Precision? Well, the Keystone is a huge part of it, of course, but other than that, that's about it. +65 HP and +9 AS for both. Sure, other combinations do have some variance, but that's still minimal. And the other difference is your favorite rune in your least favorite group in Precision, or your favorite rune in your least favorite group in Resolve. It doesn't feel rewarding at all to choose one over the other except for that keystone now, whereas before I could have done +18 AS vs. +130 HP at least.
Also, it has went from making Inspiration the wildcard tree to making it the "purist" tree, meaning if you're stacking HP or AS and want the 100+ HP or 18%+ AS bonuses, you have to take it. S/D and D/S is also possible for pure AD/AP, but so is S/I, I/S, D/I, and I/D.
I simply don't think it feels good to have these bonuses tied to both trees simply because you need the utility from both, like Precision/Resolve Tenacity or Sorcery/Inspiration MS in combat, and end up eating a non-favorable bonus. If I decided I needed Tenacity for a spellslinger build like Pantheon or Ryze, I'm forced to tank early, or even get AS in order to make it happen (since Precision/Combat and Precision/Heroism runes aren't all that bad for casters, either). If I needed some MS to stick on an AS on-hit build, Inspiration is possible, but even then it won't work unless you are Ashe with slows on attack (Approach Velocity) or forego boots at all for the precious first 10 minutes of the game. If I go Sorcery, I get some AD/AP when I'd rather have AS to proc Statikk Shiv quicker or drain tanks with BotRK faster. Now I get +6 AD against these beefy gargantuans, and that just doesn't work on these builds when all I wanted is the MS from the Sorcery Tree to stick to enemies, or even kite.
Overall, the second tree is typically needed for the utility the runes provide to make your keystone run smoother. Please don't stick me with a stat bonus based on that choice. It's bad enough my build is being streamlined as is, but at least the stat bonuses on primary keystone usually make sense.
