People claim he's bad an/or needs to be deleted

Well, it was fun, I hope you guys enjoy the next champions being released with overbearing kits and/or unfun like before (Kalista, Gnar)

Wonderful.

Not necessarily release Kalista, but Kalista in general is overbearing and un-fun.

I don't mean the state of how champions are released, I mean the state of the champion entirely.

EDIT : I edited the post a bit-

I think it's just hard for them to get it 100% right the first time. Even though they have the PBE, it still won't catch every variation/match up. I think when they test it with certain combos, it's underpowered and deserves a buff. Then the meta changes after release and they realize how overpowered the champion is with the release version of the champ. Use Azir as an example of them trying to find the right mixture of how he fits into the meta. He was far too oppressive before his first round of nerfs, then essentially gutted after. Now they are tweaking here and there to find the right mixture. It takes time, but this is why you don't see many old champions (who aren't getting reworks) not being touched as much. I do believe they underpowered Bard, and that he won't ever truly be utilized for quite some time. His kit is ~~decent ~~ good, but you won't see very many good Bards until he has been out for awhile longer.

Edit: Another huge variable is item implementation - deletion.

Azir also had a bunch of bugs when he was released. Fixing bugs that are messing up a champion's ability to perform is functionally the same as buffing that champion. They end up being stronger than anticipated because half of their skills aren't broken.
