The reason they wont buff Bard.
They wont buff him because then he would be an insane jungler.

Patch 5.6:
- Cosmic Binding
Damage increased to 80 / 120 / 160 / 200 / 240 from 75 / 100 / 145 / 180 / 215. Cosmic Binding can no longer tether to unusual units such as Jarvan's Demacian Standard, Syndra's Dark Orbs, Jayce's Acceleration Gate, and Wards.
- Magical Journey
Cooldown reduced to 20 / 19 / 18 / 17 / 16 seconds from 26 / 24 / 22 / 20 / 18 seconds. Clicking on a Magical Journey portal is now more forgiving. Allies that go on a Magical Journey will grant Bard an assist on their kills for a short time afterwards. Clones (such as those created by Shaco, Leblanc, Mordekaiser and Yorick) can now be commanded to take a Magical Journey.
- Tempered Fate Neutral Monsters will no longer have their health reset while under stasis
Patch 5.7:
- Stats
Base attack damage increased to 52 from 46. Base armor increased to 25 from 21.
- Traveler's Call
Ancient Chimes: mana restoration changed to (12% max mana) from 15 (+ 8% of missing mana). Meeps: spawn time reduced to 10 / 9 / 8 / 7 / 6 seconds from 12 / 11 / 10 / 9 / 8
- Cosmic Binding
Base magic damage increased to 80 / 125 / 170 / 215 / 260 from 80 / 120 / 160 / 200 / 240. Ability power ratio increased to (+65% AP) from (+50% AP)
He did got buffed, a lot.
He's probably one of the top 5 worst at it, and they have been buffing him already (it's unlikely they are done). Any buffs will help his Supporting far more than jungling; by the time they buffed him enough to be an "insane" jungler, he'd be 100% pick ban as a support!
He's better as an AD Laner on TT if anything.
