I think he is saying how rivens q cd starts on the 1st q cast, but garens q wont even start ticking down in cd when he starts it, only when he auto attacks someone
Im confused... are you saying Garen loses to Riven? Cuz i have come to the conclusion of the opposite opinion.
Because it has a silence tied to it. If OP had his way, Garen could activate Q, Wait up to 4.5 second to then silence for 2.5 seconds and then re-silence for another 2.5 seconds 1 second later. Now had a teeny bit of cdr, and Garen can silence you for 5 consecutive seconds.
That's why.
Please just remove the channel portion of Garens Q and he'll be golden.
