Offensie language Filter system / Age limits +18.

So I came from another topic just to give a simple question and example about this game system which there is some stuffs missing.

There is a offensive language filter option in the game most people use it others not. What that filter do? It's a simple 

filter that allow other people to see or not to see your swearing words in game BUT in the case that, that filter exist why there is no a age limit to use this filter? WHY people get reported and punishment because of that?

Some people like to see exactly what other people write in chat and +18 people like a little "miserable / funny" conversation

in game chat but in this case because there is maybe kids under 18 years old this filter should be on for +18 filter should be off because that's what they accept and reports for offensive language should not be affect that people.

A offensive language filter CAN NOT exist if there is no a age limit.

As a +18 person I like to have my filter off and read exactly what others write and I'm ok with that in this case there should not be / affected by offensive language reports.
