If a person report you for something that you didn't done the report still counts?

Can I know exactly how a report system works? Who's responsible for the report system or it's just a automatic random report that actually gives you the punishment for something that you didn't done.

Censored swearing words ( ** ) / stars.

If a word is covered by Riot swearing system why that's still counts as a offensive language? People can't see what you typed or they can guess but they can't see it, if i get a report for that why that still counts as a punishment?

Cause not everyone uses it? Nor does it give you the excuse to use the words?

If people falsely report you it wont do anything. Also the reporter will lose credibility in the system. Even if it is censored it is still a swear word. If I don't have censors on I will see the swear word even though other may not.
