Just make all champions available in Practice Tool
Title, that way we can test a champion that we are aiming to buy without feeling the regrets of buying that champion but you can't really play it.

It would be nice, but we already have the free rotation for trying out champions. And the free rotation probably works out a lot better. For instance, I can see this happening a lot: Some one picks a champion that looks cool and tries them out in practice tool; the champ continues to look cool in practice tool, so they buy the champion; then take the champion into a normal game and realize that the champion does not work how they expected when faced with real opponents; but they already bought the champion.
In other words, testing out champions is best done in normal games, since that is the context that really matters. (Testing in ARAM would be a half-decent alternative, I guess.)

Riot will never do that. I would love it, honestly, but I know they won't do it. it makes total sense to have them all unlocked in practice tool, but it won't happen. 'Murika would first turn communist before Riot unlocks all champs or lets us earn RP by playing.

Honestly i could see it happening. HOWEVER with how league works in almost every game mode except One for All you can only use your champion list, Random or otherwise. IN OTHER WORDS it probably is a coding thing that they just didnt ship with the release of Practice Tool.
Although i think it will never allow you to just pick whoever, in champ select, as since people want multiplayer Practice Tool, Riot could potentially see people using THIS as their games and not actually buying the champion.
HOWEVER i believe that they could add a button like "Test-This-Champion" Which instantly puts you in Practice Tool on that champion no champ select and no friends during that. Although it wouldnt surprise me if that would end up needing to be basically loading a set gamemode that isnt Practice Tool, but an entirely different coded gamemode specifically for that champion, that just looks like practice tool.
Maybe im overthinking it but BASICALLY i assume coding issues are the reason it wasnt released initially. It might be a good question to send to Ask Riot though.
Well if league is reluctant to do that then they'll be sorry in few years time when other MOBA's take over them.
Just make one for ALL mode in this season.i Neve Play IT AND i would Like to Play it
They might do it if the game gets very close to dying.
