Anyone know what's going on?

I know what's going on! Riot's client is UTTER GARBAGE

Yes, when I'm on my laptop it does something similar to this every time a new patch is released but on my desktop I've never had the problem and this is even more of a severe problem because I can't connect to the game I'm in at all. I have run as admin, I've restarted comp I've done pretty much what I can do short of uninstalling the game. It's very frustrating just because I know I'll get reported if anybody else has connected and have to face consequences for something that I had no way of predicting or preventing.

Alright, it's really annoying now, it's even doing it in custom games.
