Take away the "Relentless Pursuit's cooldown is reduced by 1 second for each of Lightslinger's strikes, doubled to 2 seconds against enemy champions." And make it to where if he cast his dash, he has 3 seconds to get a kill or assist which will reduce the cooldown by a certain amount of time

Instantly the worst champion in the game. The whole point is that it's supposed to be spammable.

this is a terrible idea. let's fucking destroy the mobility on a champion that relies off of mobility
