Top, he can bully that way as top lane has a lot of melee laners and it let's him have an easier time.
both however. don't play him top against bruisers. which for the most part top laners are. because they will 2v1 turret dive you after a while and you can't really do much. if you can't snowball on trundle or darius they just come under the turret and kill you.
It depends on the match-up.
