Why doesn't Raka's E stop Lucian's ult?

I've always wondered about this. It's a silence, so why doesn't it stop his ult? It stops everyone else's abilities. (for example: MF's ult)

It's not a regular channel. True channels do not allow the player to move. Lucian's ult is more closely related to something like, say, Wukong's ult, which is uninterruptible but may be manually cancelled at any time. So from that foundation, Riot also added the condition that Lucian's ult breaks if he is subjected to hard CC, such as stuns and displacements. Roots, silences, blinds do not seem to stop it.

Lucian's ult isn't channeled: it's a buff. Like Garen's E I believe it was special-cased to be interrupted by hard CC.
