I know it doesn't stop her healing of others.

It's to make sure she doesn't heal herself so your damage will actually stick instead of her dropping a Q on your team in a fight and popping back in with practically full health, as well as reducing her ult healing to herself. In other words: Grievous wounds makey Raky stay deady.

it doesnt apply to her healing on allies, grievous wounds cuts self-healing, so nothing you can do about it, raka heals for tons, and even more if they have spirit visage

She isn't op but she is really really annoying to play against. She is just a fucking healbot staying behind her carry during lane and pressing w and sometimes q. Way too brainless imo. But the recent changes she got may changed that?

Regardless of whether or not you buy Executioner's Calling, you're still playing against Soraka very differently from any other support, and that's not exactly a good sign. Usually you want to focus down and harass the carry, but that's simply not possible with an enemy Soraka in the same lane. You're also forgoing Lord Dominik's Regards for a very situational item that likely only affects two members of the enemy team.

I'm still trying to figure out how to build her after the changes. I think that I like them for the most part. Q doesn't seem absolutely useless now.
