In game, Many people usually use skill combo start Q So, is skill set much depend on Q? I think, because, E and R have a little time before damage, and all skill is non target.... I also have seen passive is seldom used later at 30~40 minutes.

Q is the easiest way, but you can aslo snipe someone with E+R by detonating your E just before your ult lands so its easier to aim because of the slow.
By the way her passive is proced by her ult, so it IS used after 30-40 minute you just don't know the champion you are talking about.
Her winrate is average because she is one of the most balanced champions in the game that excell at nothing but poking and bursting. All the rest she can't do, but what she can do she does it well.
If you want to burst someone down yeah you start with Q. If you want to go for zone you go E.
If you are support you always go E into Q into aa into ult, and let her E detone on her own.
