When Victor is Piltover scientist?

Viktor was not a Piltover Scientist, both Zaun and Piltover have progress days. They just met in one, Viktor was exiled from piltover, and then continued his work in Zaun. They made him originally piltover, I assume, to have a proper history of mutual respect with Jayce, and then to also have had contact with Orianna, who I believe is now the inspiration behind the Glorious Evolution.
