Balancing AP Ezreal

I'm just gonna start by saying that I love Ezreal; I've always loved the feeling of blinking around shooting lightning bolts and stuff. After the release of Runeglaive, AP Ez rose out of complete obscurity to be nearly 100% pick/ ban in competitive and ranked play. After being nullified by the patch 5.14 changes to Runeglaive, AP Ezreal has fallen back into "only in ARAM or blind pick normals" status.

AP Ezreal (and to a large extent, AD Ezreal) has always had the issue of waveclear holding him back; to be a viable mid laner (and by viable, I mean even once you get into gold ELO ranked games), you MUST have good waveclear to be competitive. As it stands right now, Ezreal's only waveclear ability is his Ult (and if you use his ult for waveclear, it severely hamper his skirmishing/ teamfighting/ dueling ability), or Iceborn Gauntlet (a low scaling item that doesn't really fit into AP Ezreal's build, as Lich Bane is much stronger). The obvious solution (if Riot ever wants AP Ezreal to be a viable champion build) would be to allow Ez' W to damage minions; to balance this with the AD build, his W should only proc his passive when it hits enemy/ allied champions.

To balance such a clear buff, his extremely high AP ratios could be nerfed to more standard levels, example numbers could be: Q - Unchanged, the .4 AP ratio and 1.1 AD ratio are perfectly healthy in the AP build. W - Lower from .8 AP --> .7 AP E - Lower from .75 AP --> .7 AP R - Lower from .9 AP --> .7 AP, to even out power lower damage reduction per subsequent enemy hit from 10% down to 5% (minimum damage from 30% to 40%).

This would solidify AP Ezreal as a competitively viable mid laner, with an identity focused on mobility and skillshot heavy poke. The things that are toxic about AP Ezreal right now are his absurdly high AP ratios (unfun to play against), and his complete lack of waveclear (unfun to play as). I think these changes would smoothly alleviate both sets of problems.
