Front loaded lethal tempo with a short cooldown of 5 seconds.

Basically Vayne can now get off her silver bolts even faster and more often.

Its upfront damage, as opposed to sustained damage: 3 auto attack vs champions now, vs lots of auto attacks over a longer duration with lethal tempo.

Hail of Blades will be good for champions who want to trade quickly with auto attacks, but are not built for sustained trades.

Think any champion with a 3 hit passive, such as Vayne, Diana, etc.

Vayne however will probably not opt for this rune often, as she will want the longer effects of the other keystones (either lethal tempo or more likely press the attack) later in the game. I doubt she would take it for just a small advantage in lane. Also, unless they are pairing domination with precision, they will probably opt for the attack speed granted by precision.
