Leaving ranked lobby without penalty

I know you guys designed the ranked que the way you have for a reason, but here's the thing, there are quite a few toxic players as everyone knows, but there are also people that threaten to feed if they don't get the lane they want, and all kinds of things that, equaling your team having no chance of winning. Each game is at least 20 minutes long because almost no one surrenders in ranked, and it can span over 40 minutes. My point is I don't feel as though players who want to win should be punished by being stuck with those that don't, so I propose allowing users to exit at ranked lobby without penalty for certain number of games. Maybe 1 out of 5, if needed.
