And I can litereally press r every 30 seconds? How is that ok.

Same can be said about Lux ultimate, her ult alone has a low cooldown of 50 seconds without any CDR and 50% of the cooldown gets refunded at rank 3 if you kill someone with it.

Yes but her ult doesn't transport you half way across the map.
