Why doesn't Renekton's Ruthless Predator apply to towers?

Anyways, giving a lane bully the ability to absolutely crush towers while also being resourceless would require that he not be a lane bully anymore.

I'm more saying that there is absolutely no reason why it shouldn't, it's a modifier, it's akin to Blitzcrank E or Leona Q, which both of those do extra damage, but his W doesn't proc whatsoever.
