In New Champ Select you can ban champs your enemies don't own.
Why? I realized this because im playing on my lvl 12 account and I don't think the enemy owns all the champs in the game. I even asked.

You wouldn't know that though. At higher elo or just in terms of players who have played for a long time, they have everyone anyway. The restriction is unnecessary. Also it helps keep statistical analysis accurate; if you remove a champion from banning because people don't have them, then their ban rate is reduced which can influence analysis of strengths and such.
