Please give me a legit reason why full AS is being removed

I’m not accepting answers based on complexity cost or balance issues.

We’ve had the ability to min/max AS for the entire game. In 8.4 this got restricted by Precision stat siphon, and it’s soon to be cut entirely for forced AS/adaptive.

Complexity cost is a lazy excuse. Runes are far more complex, and Riot has mentioned the possibility of adding a 4th shard to row 2.

Balance issues revolve around the state of AS items (Sated Devourer, Rageblade, Wit’s End, Ardent Censer), not the base AS from runes.

So why should attack speed be in the same category as tank stats when it comes to the S9 stat system?
