Isn't that a bit too little? Some people also pay money for it.

That's what it boils down to - there's a safety net in place so you should never get below a certain count of trade-in BE (off the top of my head it's 810, 820 or something) distributed amongst your shards, so you always have the option of trading in for desired champions at a fairly consistent rate.
