Riot, why did you get rid of item builds?

I've played most major mobas, and allowing players to make custom item builds is one of the most basic features. Not everyone wants to follow the prescribed build path or spend time finding everything they want to buy in the middle of a match. Heck, the old client actually /had/ them. Why would you remove an important feature like this?
