While I think volibear is in a perfectly acceptable position right now in terms of viability, it wasnt until I played him jungle not too long ago and noticed his disgustingly low armor. He can barely survive the first camp, even with a leash. I think the good ol' bear should just have higher base armor, but other than that, he seems fine.

I actually dont, i only have 2 rune pages, one for ad top laners and one for ap champs.

There's the problem, If you are going to have only 2 rune pages just make them like this to fit as many champions as possible:
Attack damage - Reds For Attack Damage Magic Penetration - Reds For Ability Power Armor - Yellows Armor AND/OR mana regen - Yellows Magic Resist - Blues Ability power (Flat or per level) - Blues Attack Damage - Quints Ability Power - Quints
Volibear has one of the strongest early games in the jungle in my opinion right now. Good luck on the rift.
