Rylai's Change Suggestion

I am super scared of what they are going to do to Rylai's to nerf it, as it is one of my favorite items. Thus I have a proposed change that I think will be healthy, less overwhelming, less universal, and actually give the chance to make meaningful decisions based on the game/champ.

Make the Rylai's slow like a Viktor ability upgrade.

Pretty self explanatory: as soon as you purchase Rylai's, you get a little upgrade button above each ability that could potentially proc it (passives included in cases like Brand). Selecting the upgrade over an ability will make that ability apply a slow (the same as live or perhaps modified to compensate for only 1 ability having the effect).

Before all of you mid-laners rage and downvote this, remember that they are going to hit Rylai's anyways eventually, might as well make it a reasonable nerf that can still be useful in situations instead of them doing some stupid crap that makes the item useless for 95% of champions (hello tear).
