Lissandra Passive and Underpowered Champions

I understand why you removed the Lissandra passive from the previous patch(apparently it was pretty broken). Instead of making slight changes to it or using another champions passive for the time being, you give her the same garbage passive she had before but with a lower cooldown. A lower lategame cooldown on a passive that gives you a free ability is absolutely useless. By that point in the game, Lissandra will be able to spam her abilities anyway. That isn't a buff or a nerf, it's just a pointless alteration to make it seem like Riot is fixing her.

Every time a champion becomes unbalanced(and not in a broken way) Riot just pushes it back over and over again. Urgot was supposed to get a rework a year or two ago and here we are, Spring 2017, and Urgot has yet to be reworked. Same thing goes for Evelyn. We'll be lucky if Lissandra gets a new passive before patch 9.1.

I think the last major champion updates were pretty goo and no lie urgot it really one of the hardest champions to reworked visually and kit wise, id say the Warwick Taric Poppy Yorick Fiora made them astetically pleasing and fun to play even though some of them needed tuning to their numbers, also Katarina and Talon really good updates.

Also the mini Fizz rework made him less reliant on using his escape and more on his W ( which i dont feel is a good thing still) and landing his ult currently requires skill and positioning

I just wish that they would stop pushing these reworks back. They constantly push reworks back on champions for class updates and new champions and such. Azir and Lissandra have been terrible for months now and they still aren't doing much to help them.

Both Warwick and Galio were overpowered when they were introduced. Not sure how Galio is since his recent nerf, but Warwick is still a little too strong. Poppy, Taric, and Yorick were good. I don't remember pre-rework Fiora so I can't comment. Although I there were some good reworks, there have also been some really terrible ones.

For example, the assassin rework in general was really bad. Although I like Kat's rework and Talon's rework, I don't think they were healthy for the game. Katarina has been super strong since her rework, and Talon gets nerfed every other patch. The Fizz rework, on the other hand, was a complete disaster. He pretty much doesn't even need to farm early game. He just hits level 6, buys sheen, and adios enemy midlaner. Also, every Ryze rework(which is like 50 at this point) has not been very good either.
