Why doesn't anyone use Blackfire Torch anymore?

It doesn't seem very expensive and it looks like a good lategame team fight item for mages. I haven't seen ANYBODY AT ALL use it ever so what's up with that? Is it really inefficient or something, because that Passive looks really good.

It's not on summoner's rift. Twisted Treeline has no late game.
