As someone who mains Zyra support, I almost always build eye then rylais for that cheesy power spike. Now, with it costing 600 less, I was forcing the enemy botlane out of lane a lot sooner.

Oh good, I'm a Zyra main and I wasn't sure if the changes were a nerf or a buff for her. I'm glad to here Rylais is still a good item for her.

Actually, anybody I use Rylai's on so far benefits from the cost decrease and the passive being the same for most abilities. Zyra, Amumu, Swain, Fiddles, and Azir so far.

Yeah until you try champions that require it to even function, like Karthus and Mordekaiser :(.

I think thats a problem with those champions. I feel like where rylais is right now is where it should be. It just so happens to synergize with my fav champ

I'm not sure about Mordekaiser cause I don't remember if his rework was before or after the last major Rylai's change, but Karthus was definitely doing fine when the Rylai's slow was only 15%. I don't think going to 20% is going to hurt him too much.

Karthus has been nerfed since then. 20% slow vs 40% is very bad.

Not sure if it good on swain and fiddle anymore. Its AP is reduced, so the power spike is lot less and did doesn't apply perms every sec. Unlike zyra, mumu who can apply it continuously. For mumu it is not good nor bad item. Low ap, low hp... It might be better to get item 3027 and item 3151 .

I'm just of the opinion that items like Frozen Mallet and Rylai's are bad design. They give champions a permaslow with great stats as well, and champions specifically balanced around not having little or much CC can abuse the fuck out of it, because by not having CC in their kits, they are given much more power elsewhere. Let alone those with CC getting even more.
