Can something please be done about Klepto Viktor in lane?

How exactly am I supposed to fight that? Especially with the runes changed. The Celerity change makes him nigh unchasable or unescepable because of his Q + . And it doesn't help that his gives him practically the AP he needs early game thanks to Klepto until he gets.

The only reason I was able to win that lane was purely because I had a jungle Vi who knew how to gank well, otherwise I was trapped under my own tower getting Q Auto and E poked with any retaliation being responded to by Viktor pulling the fucking Joestar secret technique with Celerity and Q+ Auto.
