Nami Aqua Prison (Q) Cooldown lowered from 14/13/12/11/10 to 12/11/10/9/8

She does not need that big of a buff. What if she gets the CD reduce only when she hits a champion instead?

I'd say it's a fine buff. She was lacking compared to some supports. Besides this patch is mostly meant to be smaller number tweaks for the world qual.
