It would be easy to make this game balanced by making every single champion OP in some way.

U.R.F. was solid proof of that.

So instead of repeatedly nerfing good champions, why not buff all of the terrible ones, that way the game is finally balanced for once?

You're wrong and right. The basis of balance is that a champion will have strengths...and weaknesses. They will have a kit that's designed to handle situations in one way, but not another. Wukong is not designed to handle the laning phase as well as, say, Renekton or Darius. Caitlyn has stronger laning control than most marksmen, but weaker late-scaling.

You pick a champion for their playstyle and for their strengths.

U.R.F. was balanced? There were a small group that ruled that thing with an iron fist. Sure, other champions were playable, but there was a definite subset that just stomped.

While URF was an extremely fun mode, balanced is the last thing it was. I would like to remind you that they disabled several champions partway since they were just way too good.

Buffing everyone to OP wouldn't be a good solution. We'd still see the same 20 or so champions played a majority of the game.

Urgot doesn't have the AA steroids/range to be an autoattack dps champion, so IE is useless on him. Without IE, he cannot melt through the enemy tankline fast enough, which means his team is at an overall dps disadvantage lategame.

He's fine in lane and he even works in solo lanes if you avoid getting ganked, but playing him bot lane is a horrible idea, especially in the current lategame stall meta.

well yes but it's just more work,nerf overpowered champions+buff underpowered champions makes much more sense.

of course some champions have gameplay issues,and need reworks,or just are supposed to be more situational than others,but "only buffing" is just much more work without any upsides aside from making fotm players not feel bad when their op champs get nerfed,which isn't worth it.
