Vote kicking in ranked games

Just had a ranked game, where I first picked Jinx, a champ I tend to dominate with, and a teammate took Bard support. Instantly a teammate states "we have Bard no point in playing this game" Insta locks ashe when its her turn, and follows me and bard around the map to make sure we lose. When you have people like this in the game, you really need a vote kick system in your ranked games.
