Ryze.
Taliyah is near garbage.
But both are difficult and you're Bronze. So it might be a bit of a bad choice.
do you like face rolling or tactical positioning more?

ummm...having fun and winning....
imo tali is alot funner to play, ryze requires memorizing his combos, tali requires you learning when and where to roam. plus talis ulty is way funner than ryzes
Taliyah is a control mage that relies solely on skillshots with a lot of AOE damage. If you land those skill shots you are rewarded with a lot of burst. her roaming potential with her ult and passive is strong. Taliyah excels at lane bullying as well. Her worst counter i've found is Zed, Fizz, or Ekko, depending on skill level. She does well against low mobility mid laners and, imo, the most effective Teemo checker. There really isn't much else about Taliyah besides her E W combo
Ryze is a high burst mage that relies on two point and clicks. One of witch snares making your skillshot just as easily landable. He, just like Tali, has a high roaming potential, but only after 6. He is countered by, almost noone, can't think of anyone besides Leblanc, maybe. He does well against champs like heim, where you can abuse his turrets to prock your overload on him without getting close. He also does well against champ who do a lot of backline sitting as his combos spread overload.

Sounds like your leaning more towards Ryze

Ryze is just a slight bit more complicated, and as simple as Tali is, playing her well is a different story
Don't listen to that missing kayo guy. Put 10 games on taliyah and you'll start winning a shit ton because of how powerful she is. This guy just doesn't see or play her so he has no idea. Taliyah is probably one of the hardest solo carry mages out there.
In my opinion Ryze is a whole lot easier to carry with. His ult will allow for good catches similar to Taliyah, but he doesn't have the downfall being super team reliant. As someone who has played a lot of Taliyah I play a playstyle that is to try and single out targets for my team to kill, and to roam like crazy to get either my top or bot rolling so we can win the game. She is an early to mid game champ, but falls off hard compared to her other mid counterparts. Seeing how you are going for a OTP the real question is finding a playstyle that you can enjoy. Like I said Ryze is easier to carry with but Taliyah, in my opinion, is far more fun and rewarding to play.
I'd go Taliyah. Her low play rate means people won't have as much experience playing against you. For a point and click champion, Ryze is hard. You'll have to be amazing to make big plays with him.

How do you feel she is late game?

I haven't seen too many good taliyahs, but once I saw one that was godlike. She's so disruptive to team fights and puts out really good damage. So I'd say her late game potential is amazing.
EDIT: Just wanted to add that she reminds me a little bit of an AP version of Yasuo. Where Ryze you sorta park your ass and focus on single opponents, Taliyah has a really dynamic/organic battle style. You have to be comfortable fighting in the thick of a battle and move around to totally disrupt your opponents cohesiveness.
