IF YOU GET MASTERY 5 ON A CHAMP AND WIN YOU HAVE A REALLY HIGH CHANCE OF GETTING A FRAGMENT

That's not the problem, the problem is with getting the blue essence.
Also, your mastery rank and grade on a champ have no influence on your fragment chance.
