I don't know how it is for ranged, but for melee this matchup is literally the most boring lane in all of existence because you cannot do a single thing other than wait for him to leave. In no way is this healthy for the game.
Rework this abomination
I actually agree. Heimerdinger is a very unhealthy matchup against melee. He should be reworked to play in bot lane since ranged champions are at least able to farm against Heimerdinger.
It depends on the melee. For melee's with poke abilities this matchup is the easiest thing the world because the turrets take damage from abilities. People like 
or 
can be devastating to Heimer because they destroy his turrets. On the other hand champions that dive, and dive hard, suck against Heimer because he hits them with his E then his W and watches as the turrets demolish them.
