A Cassiopeia possible rework idea (suggestion/help? I dont know)

Umm... I was thinking, why can't both Cassiopeia be reliant on her DPS and DoT? I previously posted a thread about instead of giving Cassiopeia bonus %AP for her passive. Make it so that each time Cassiopeia deals damage to enemy units, it deals an additional % of their Max. Health in magic damage. It would scale something like 0.25%/0.5%0.75%. (Movement impairing abilities deal double the damage NO ITEMS. Also, single target abilities will deal true damage instead of magic damage Max. Health.) Thus, her Q will deal (at rank one of passive) 0.75% of Max. Health. This will make Cassiopeia much more DoT reliant AND Twin Fang reliant. This means that if Cassiopeia lands one poison that she can't spam Twin Fang ridiculously all day (her current state, it seems.) Also, the 2nd part of her passive is: each of Cassiopeia's ability that hits an enemy will reduce the enemy's Magic Resist and Armor by 5 for 7 seconds(The reduction of MR and Armor is doubled if the ability impairs the enemy unit's movement speed NO ITEMS). (Stacks up to 4/5/6 times) This will give back Cassiopeia's teamfight presence. This will make Cassiopeia a some what AoE champion, however she will be a team-dependent AoE champion, meaning that she's no longer a one-man army of AoE spells like before. Maybe remove the healing of Cassiopeia's Twin Fang as a passive and put it in her Twin Fang ability itself? (I have no idea.) 3rd part of passive: when enemy units reach 30% or below on HP, they will be marked with Cassiopeia's debuff. If Cassiopeia poison's the marked enemy unit, Cassiopeia's poison will deal (15%/20%25%) more damage in total. On drop is all it really takes... 4th part of passive: Cassiopeia will receive 30% CDR at the 2nd stack of her passive. -Noxious Blast (Q): Same mechanics. -Miasma (W): 15% AP per second Magic Damage per second: 20/25/30/35/40 Slow: The same Mana Cost: 50/60/70/80/90 -Twin Fang (E): 40% AP Same Magic Damage and mechanics. Cassiopeia will heal: Champion level+(10%AP) Mana Cost: 45/60/75/90/105 When Cassiopeia kills a unit with Twin Fang she recovers 4% of her Max. Mana. If Cassiopeia uses Twin Fang to the same target 4 times within 7 seconds, Twin Fang will cost no mana, and instead recover 4% of her Max. Mana lasts 7 seconds, however can be refreshed. -Petrifying Gaze (R): For each champion she stuns, she will recover 25 mana. So.... How is this? Please tell me your reply, anyone.
