i feel like champions who deal out extreme amounts of dmg should not have homing abilities "abilities that always hit" an example is annie

what do you all think about that i feel like she should at least have a skillshot

Riot has gone around addressing this to an extend (Ryze and Viegar). Annie is just the classic basic mage for the most part so they have left her as is but I wouldn't be surprised in the far future if they change her (Lots of other champions need changes first)

neither ryze nor viegar have a homing stun that also burst you down faster then you can react
