Singed had a mid 40 something winrate. He needed the update; just needs tuning and for people to respect the power of his new passive.
Uh no, he was actually fucking garbage tier in any sort of tier worth playing in.
That's why he was buffed because he was fucking useless at relevant levels of play.
The problem isn't the changes making Singed more powerful.
The problem is the changes making Singed even less fun to play against. I didn't know that was even possible, but yup, giving him 20% bonus MS, allowing him even more safety against every melee champion in the game in lane, that'll do it. That'll make Singed even more obnoxious.
