100% Offline League Of Legends Please

A offline 100% bots only place. You can test any champ. You can get whatever runes and masteries. Basically this is a place for a newbie to start. Often I find myself trying to teach someone how to play over there shoulder or something and I'd like to teach them how to NOT get tier 1 runes and stuff like that. Teach them how to be a tank, mage, adc, ect. And still be able to find the right champion for them during all of this. I can't just get on my account that doesn't have Darius and the guy wants to learn darius and he's still lvl 4 or something. And also doesn't wanna waste money on him if he later finds out that he doesn't like darius. PBE is a little too hard to get into considering it takes about 4 months to get a reply from riot say "You're in!" or something along the lines. This doesn't have to be a testing ground. It could just be offline league. I mean sometimes my router goes out and I wanna get enough for I dunno. Ezreal or something. But I can't cause my router is broke. So why not an offline league? I wanna test a champion before I buy them. So what do you think? Riot? Community? Everyone?
