Essence reaver black cleaver IE and BT with cdr boots people give me shit for black cleaver but I believe the health and armor pene helps her since she has no escape what do u guys think?

Are there more optimal picks for that slot? Probably.
Is it a bad item? Naw, its fine. I'd use it as more of a situational, like if you really do need that health and passive or if there is a lot of enemy armor. But its not a bad item to get.
There are literally SO many factors that go into a build...
Is your build a universally good build? No... Can your build be viable in any given situation? Yes...
you need some attack speed in there if you build black cleaver it should be as a 5th/6th item for the tankyness and armor shred late game

It's an OK build focused on being an AD mage.
The lack of AS items will make you slower, less fluid at kiting, and less useful at using auto-attacks to back up your AA DPS though. The way marksman AA scaling works is by getting a little bit of a lot of stats rather than picking 1 stat and going ham on it.
If you have 100 AD and 0.66 base AS+50% AS (1.0 attacks per second) , then you'll do 100 DPS.
- Add +100 AD and you'll do 200 DPS, increasing your DPS by 100%.
- Add +100 AD and you'll do 300 DPS, increasing your DPS by 50%.
- Add +100 AD and you'll do 400 DPS, increasing your DPS by 33%.
Alternatively:
- Add +100 AD and you'll do 200 DPS, increasing your DPS by 100%.
- Add +150% AS and you'll do 400 DPS, increasing your DPS by 100%.
- Add +66.67% crit with IE and you'll do 800 DPS, increasing your DPS by 100%.
Main point I'm trying to make here is that skimping on attack speed and going for the most AD possible is going to tank your AA DPS potential by a pretty noticeable amount regardless of the phase a game is in.
Your pursuit of max CDR is causing a similar lack of efficiency. Essence Reaver alone offers 30% by pairing it with any crit item offering 30% crit, which means you only need 10% more CDR to hit the cap of 40% or mastery-bolstered cap of 45% (seeing as that mastery also grants 5% CDR).
Lucidity gets you to that cap.
The 20% CDR on Black Cleaver is 20% CDR in stats you're spending gold for that you're not using.
Also worth keeping in mind the armor penetration on Black Cleave is applied -after- you do damage, so the 1st hit with Cleaver benefits from 0 armor pen, where only the 7th hit benefits from the full 30% armor penetration.
Since you need 50%+50 armor penetration to double your damage, you're buying that more as support MF over boosting your own DPS by a solid amount.
Finally: if you are dead-set on being more of an AD mage, you might want to consider running Death's Dance instead of The Bloodthirster, as the former restores HP when damaging foes with MF's ultimate along with the 2nd bounce of Double Up.

If it works for you go for it, but Cleaver is pretty sub-optimal in your build compared to what you could be doing with just about anything else. 300 HP is pretty big early though and more AD+Armor pen is going to make your ult sting. But definitely choose Cleaver or Lucidity, don't go for both.

isn't that great because Miss Fortune doesn't use her autos as much as other ADCs. If you need healing then can be really strong on Miss Fortune as her ultimate will heal her and the cooldown reduction is very helpful.- as you suggested is pretty strong on Miss Fortune. I'd only recommend getting it if you have another AD champion on your team who's doing well.
I like to build tri force tbh . black cleaver is really to make her ult do more damage .you do not need cd boots since your well over 45 % with out them. Your build is kinda all over the place and the factor on the armor pent us it needed ?
