The reason why he doesn't get the execute is because, at the time, he was the absolute safest support for proccing it. My advice, for the interim, go into practice tool, and practice last hitting minions with your normal build. In the late game, you're probably almost never going to get to proc it anyway, because most ADCs and mid laners will clear a wave almost instantly anyway.
So they need to reduce his aa range? Make him melee?
