Is Riven still considered as a strong champ?

Take Electrocute and ignite, start with Longsword and Refillable pot.
Run to lane, 3 Q combo your opponent proc elecrocute + ignite and make sure to auto after = lane is won. 700+ dmg easily at level 1 and first blood.
