At this rate, I'm estimating we'll see the Yorick Rework in 2020 at the earliest.

Yorick should feel like a minion mancer but he can't summon a gazillion ghouls because that would make older machines running this game run like crap, if you make him control too little and his core identity and theme suffers as a result, I can see why Riot is struggling here, give them a bit of time and they'll surely pump out something fun.
Azir was first leaked after Ahri's release, and he went through many drafts until Riot found a kit for him that stuck.

The Yorick rework is currently on pause and the developer that was working on him went to work on the fiora rework instead. They couldn't find something that worked for him and so he was put off for later
