Revert the Volibear nerfs
They're not needed anymore. The nerfs were fine last season when attack speed alone was enough to clear the jungle quickly, but this new jungle heavily rewards AoE over single target clearing. There's virtually no reason to pick the guy anymore, other champions not only out farm him, but also gank more reliably and outscale him.
How am I meant to deal with a 
when he's basically counterjungling my botside by the time I kill my second buff. You cant wait to outscale the guy, he'll just ult you in teamfights and laugh as your 4k health becomes his 4k health.
How am i meant to be more useful than 
when he essentially does everything Volibear does, but better.
And how am i meant to be able to fall back on my late game when 
and 
are allowing even immobile adcs to survive my W burst and then outheal my flimsy AA's.
He needs something, there are off meta junglers that do a better job than he does right now.
but that item is too expensive for him to rush on a jungler's budget. For him to be relevant, riot is gonna have to break him like what they did with 
and the buffs to him barely helps him achieve much.
