All an ADC/supp has to do is shield W and then they can literally stand still and outsustain his dps with

He doesn't scale well with pen so the bit of armor adcs get from windspeakers dicks on his burst really hard.
I get that he has a rework scheduled sometime in 2019, but a small buff to help him compete in the meantime would go a long way.

Hes a tank. That thunder claws is some wave clear help and extra damage. He is still good if you play well..... similar to Udyr. And quite a few other champions.
He is not supposed to be a damage threat any more than Mundo or Tank Blitzcrank. He can still do damage when the enemy does not have a ton of sustain like lifesteal..... and if an ADC has death dance and you do not have Thornmail or Titanic Hydra yet..... you are doing something wrong and should just be farming or defending.
Or you just need to figure out how to play Volibear.
