What is the use for Tribunal

well it seems normal games are running rampant with trolls and heavy feeders and they go unpunished because their is no tribunal there is no more order to normal games and it sucks ex some guy feeds heavy and toxic enemy teams ego is inflated so they defend him and his antics and don't report the troll.....so when are we getting tribunal back?
