What if Veigar W was an E setup move?
Old Veigar used his super reliable E to land W. It's pretty much the only way to make W hit the target. New Veigar now has a delay on E that makes it unreliable, which has led to W being a pretty useless button against champions. E also feels pretty underwhelming -- with the delay, enemies can often run out of the AoE without incident.
What if we reversed the order of these skills? Consider a Veigar W that worked kinda sorta like Xerath W. If it falls faster, and slows for more in a tight area, it could be used as a way to setup Es. Xerath W has great counterplay characteristics, so we wouldn't have to worry about Veigar being unstoppable when ahead. If you land a W for the heavy slow, there's a good chance you can at least force the opponent to stand in the E AoE, which in turn lets you close range and blast away like any proper Veigar would want.
Such a W would also give Veigar some defensive capability. Not a ton, but enough that if he predicted the enemy advance, he'd be able to land a slow and get away.
The main downside here is that mobility moves still invalidate E, but I think it's still an interesting direction to explore. Veigar W is a really sad button today.
