With the recent Urgot buffs. How strong would you say he is?

I'm actually finding Urgot to be in a pretty decent spot right now, Still not close to top tier, but he seems to be in his best spot in about 3 years. The ult cooldown reduction was the most notable change for me, its a great ult if used right and can shut down assassins super hard.

I've tried using him mid, top and bottom and out of all 3, i'm finding him top lane to be really good right now. I am tempted to try jungling with him later just to see how it works.
